Jim supports clients on the financing of a wide range of domestic and international energy and large-scale infrastructure projects across diverse energy sectors. 

With more than 34 years of experience providing trusted counsel on energy project-focused work, Jim’s robust track record includes representing a range of entities – including major developers, owners, operators, financial services entities and other lenders – on structuring and negotiating projects across diverse energy sectors, including solar, wind, geothermal and other renewable power, storage, carbon capture, nuclear, LNG, Combined Cycle Gas Turbine (CCGT) and other traditional gas and steam power generation projects. 

He is also experienced with representing lenders in government-led energy development initiatives, including as part of public-private partnerships (P3) funding and developing highways, parking garages and university power plants as well as US Department of Energy financing programs. In addition to his strong experience with US projects, Jim has advised developers and lenders in Latin America and sub-Saharan Africa on oil and gas transactions. 

Prior to Eversheds Sutherland, Jim built a distinguished practice from the New York offices of several global law firms.

  • Represented a major PV cell manufacturer on a back-leveraged financing of a solar project in the United States with tax equity already in place
  • Represented Georgetown University in connection with the negotiation and commercial close of a comprehensive P3 agreement with ENGIE, with ENGIE managing Georgetown’s utility system
  • Represented University of Idaho in a P3 with Plenary and Sacyr and a concession of the University's energy assets
  • Represented University of Iowa in connection with a concession for its water and energy systems in a P3 with a consortium of ENGIE and Meridiam
  • Represented Ohio State University in connection with a comprehensive energy program for the University in a first of its kind P3 partnership with a JV comprised of ENGIE and Axium Infrastructure
  • Represented Citibank and Goldman Sachs in underwriting the issuance of $100 million of tax-exempt private activity revenue bonds by I-77 Mobility Partners, a JV owned by Cintra and Aberdeen structured as a P3 to construct and manage HOT lanes along I-77 and I-277 in Charlotte NC
  • Represented BAML and JP Morgan in underwriting a $313 million bond component of $1.4 billion US Route 460 Virginia P3 for a JV between Ferrovial and American Infrastructure, the Virginia DOT and a 63-20 Corporation formed for the transaction
  • Represented Queensland Investment Corp and LAZ Parking in a P3 transaction with Ohio State University completing a 50-year lease and concession agreement of parking facilities in exchange for $483 million upfront payment
  • Represented Queensland Investment Corp in a P3 transaction with Northeastern University for a DBFOM parking system for 50 years. Macquarie arranged the debt financing
  • Represented Lender consortium led by Goldman Sachs for Ferrovial in final round of bidding for the I-45 bridges project in Galveston, a novel debt/project finance structure with revenue streams as source of repayment
